Is this requirement deemed as satisfied if the applicant provides a maximum of three references furnishing proof that all of the listed elements to be provided (ie, 1,000 loudspeakers, 1,000 fire alarms, 1,000 video cameras, 100 access controllers) are covered at least once each?

III.2.3) Technical Capability, 1.1

By providing a maximum of three references of comparable performance, the candidate has the opportunity to provide best-possible evidence of the necessary technical capability. It is possible to compile the required elements to be provided from different references, however no part-sums from different references may be accumulated in order to achieve the sums stated (eg, loudspeakers, alarms, cameras). The necessary proofs do not represent a minimum requirement but are, in fact, an evaluation criterion within the context of the tender application process.
