A participation competition is held during the first step of the negotiation procedure. At this stage, interested companies are initially required to furnish the declarations and substantiating documents set out in Section III.2. Not until after the qualification test has been completed will, in a second step, the suitable candidates be sent the bidding documents and requested to submit a bid.

Is there a formal requirement for the submission of bidding documents? Is there an application form that must be filled in? If so, would you please send us the relevant forms?

There is no formal requirement for the submission of bidding documents? The awarding authority does not provide application forms. The declarations and proofs required must be submitted to the principal under the appropriate reference number and also numbered and in the order given under Subsections III.2.1 to III.2.3 of the invitation to tender.

Are bidding consortiums permitted?

Bidding consortiums are permitted. Please see Item III.2 of the invitation to tender in this connection. Should the bidder/bidding consortium intend to have recourse to the resources of third parties/subcontractors/affiliated companies to substantiate proof of its ability to satisfy the requirements of the prequalification competition, then such declarations/proofs must also be furnished in respect of those third parties/subcontractors/affiliated companies.
